Our Story
“4-Minutes, the social defibrillator program” was founded with the aim of saving lives by building a community of life-saving families throughout Israel. A member family will have a defibrillator in their home and the device will be registered on the MDA emergency response platform and available for activation in the neighborhood. The average response time of an ambulance in Israel is about 8 minutes while we only have about 4 minutes to receive a shock during a cardiac emergency. That’s why a nearby defibrillator is so important!
Our vision is to create communities of lifesaving neighbors who have a defibrillator available to all when needed. Ideally, everyone in Israel will be within a 4-minute range of a device and we could save lives every day!


How it all Began
The Cohen-Birnbaum family was forced to part from our beloved Yoel in 2018 when he was only 57 years old. Yoel suffered a fatal cardiac arrest in his home in Tel Aviv. He was really a great guy, a wonderful father to his three children and the social leader of the broader family and his many friends. He had a huge heart and he always put others ahead of his own needs. Many stories are told of his kindness. But on a Saturday evening on July 16 of 2018, that all ended. Without warning, he collapsed at home. His 16 year-old son performed CPR for 10 minutes until the ambulance arrived and the emergency team took over. He received a few electric shocks from their defibrillator and his heart started beating again. The family thought that everything will be okay. Little did we know that while his heart was now beating fine, his brain was dead. Yoel passed away in the hospital two weeks later.
Our Yoli
Who is the man that desireth life, and loveth days, that he may see good therein? (Psalms 34)

Yoel Cohen grew up in the southern Israeli town of Dimona. He left three siblings and with Tmira they had three children – Lior, Roni and Matan. Yoel’s life, activities and endeavors were always filled with helping and giving to others, from friends and family to people he just happened to meet along the way. Yoel left his mark on everyone he met, all sensing his special attention and pure desire to helping others. His uniquely big heart. The heart that failed him.
Yoel was a counselor and company leader in the Scouts. He served his military duty in the Nahal Brigade, where he was a major. He spent several summers as a counselor at summer camps in the U.S. where he believed he contributed to strengthening the bond between Israelis and Americans. When studying at the Hebrew University, he was Chairperson of the Student Union. Upon graduation, he started a career focused entirely on social entrepreneurship, leading to the development of the Negev and employing 180 people, both Jews and Arabs, in the southern town of Arad. In addition, Yoel was an excellent drummer and he loved to cook and to document life and family on still and video cameras. Yoel lived short but lived hard.
The tragedy introduced the family to the device called a defibrillator. We had never given a second thought to that device. Most of us couldn’t even pronounce the word before the incident, let alone consider it as part of our household appliances. But we were haunted by the understanding that if there had been a defibrillator in Yoel’s home, or even in his 12-floor apartment building, he would probably still be with us today. After all, the medic team were able to restore his heartbeat, even after 10 minutes. His brain died ahead of his heart.
4-Minutes is guided by the desire to prevent Yoli’s tragedy from occurring to other families. We are committed to advancing awareness of the defibrillator as a household device and by building a community of life-saving neighbors who are available to assist during an emergency. Each device is registered on MDA’s emergency response system and available for activation as needed. In Yoel’s case, the ambulance arrived too late. The ambulance will almost always arrive too late. So, the only real opportunity to restore life during a cardiac emergency, is by a nearby defibrillator. That’s where YOU come in!

Following our family tragedy, we purchased defibrillators and put them in our homes. Thinking it is the right neighborly thing to do, we put up a notice on the building’s bulletin board informing the neighbors that we have a defibrillator in our apartment and the whereabouts of an emergency key. The thankful responses of our neighbors is what triggered the idea to go national with the idea of a social defibrillator program. Then we met with MDA and learned about their national defibrillator registry that enables their dispatchers to activate a device in case of emergency. A new life-saving venture was born.

Collaboration with Magen David Adom (MDA)
The partnership between 4-Minutes and MDA is derived from a deep set of common values and goals for saving lives in Israel.
To date, most AED promotion efforts in Israel, including the “Defibrillator Law (2008)”, were focused on the public space only, such as work places, malls and gyms. While this is certainly a start, the residential space remained largely without coverage although about 70% of cardiac emergencies occur at home and not in public places.

The lack of AED availability in residential areas creates a significant challenge for MDA and a great frustration for their emergency response teams who often arrive too late to a cardiac emergency. Our partnership with MDA was instant. From our first meeting with MDA management, we knew we would provide a complementary solution for the national rescue array, especially after learning about their national defibrillator registry which enables the MDA dispatcher to activate a registered device in the event of an emergency in the vicinity. This is why our NPO is called “Neighbor Saves Lives” in Hebrew, while in English, we use “4-Minutes, the social defibrillator program” which will be our brand for international expansion.

Every defibrillator we place in a home, whether in the city or periphery, is registered in the MDA emergency response database. This enables us, as an organization, to provide a safety net for the family, neighbors and perhaps even a passerby who suddenly needs a defibrillator.
The strong bond between us and MDA is an example of amplifying a social venture for greater impact. And the partnership adds credence to the social aspect of our business model because with MDA, a family can provide life-saving assistance to a greater circle of neighbors and even to strangers. All our member families are delighted to be part of our life-saving community.
